Electricity is an essential part of life. Your rental property will most certainly offer this service to tenants, but is it up to code? Shocks, burns, property damage, and claims can happen in an instant, impacting your reputation. Be proactive and stay on the right side of the law with an electrical certificate of compliance. This ensures you meet electrical safety standards, making your rental property a welcome addition to the market. 

What is an electrical certificate of compliance?

An electrical certificate of compliance is a legal document. It verifies the electrical installation at your property is compliant with all the legal requirements as detailed in the Occupational Health and Safety Act 85 of 1993. Essentially, it proves all electrical work and installations in your property are in good working order and safe to use. 

Importance of an electrical certificate of compliance

If you choose to sell your rental property at a later stage, it's also a requirement of the seller process. A bank granting a home loan will generally expect this certificate as a prerequisite for approving the loan. 

The electrical certificate of compliance is important if property damage occurs because of an electrical fault. Your insurance company will request your certificate - failing to produce it can see your claim being rejected. 

At present, the rental market is competitive. By making your property as safe as possible, you will ensure quality tenants see its value and choose to remain on your books for an extended period.

Process to get an electrical certificate of compliance

To receive an electrical compliance certificate, you will need to seek the services of a qualified electrician who has a Wireman's License accredited by the Department of Labour. You can contact the department and verify their credentials using the registration number on their certificate. 

The electrician will visit and assess your property. Once the inspection is complete, they will issue you with a certificate if your electrical installation complies with the Act's regulations. If there are any repairs that need to be done, they will put together a report and quote for the work required to bring you up to code. 

The cost of the compliance certificate is dependent on the type of property and on your location. If there are any repairs needed, this will also impact the price if you accept the quote.

In preparing for the inspection, make sure the electrician will have access to the property. It's important to inform your managing agent and tenant (if applicable) so they are able to prepare for the electrician's visit. Your tenant should ensure that the electrician has access to all parts of the property and distribution boards. There should also be sufficient electricity in their prepaid meter (if they have one) for testing. The electrician should be made aware of any hidden plugs. It's also a good idea to remind your tenant to switch on any necessary appliances (such as a fridge) after the inspection.

What an electrical certificate of compliance covers

A registered electrician issuing the certificate will examine your electrical installation to ensure it is operational and complies with the Act's regulations. The inspection will include (but is not limited to) the following:

  • All distribution boards and sub-distribution boards
  • Circuit breakers
  • Plugs
  • Earth leakage
  • Switches and light fittings
  • Voltages
  • Insulation

Your chosen electrician will provide you with a full checklist so you can see what was examined during the inspection. 

How long does an electrical certificate of compliance last?

Your certificate will be valid for two years from the date of issue. However, if you make any additions or alterations to your electrical installation, you will need an additional certificate issued for the new or updated part of your electrical system. The certificate is kept at your rental property so do make a note to conduct future inspections before it expires.
